I want to ask a question regarding a ḥadīth, which reads “The one who deceives us is not among us”. Does it mean that if a Muslim deceives another Muslim then he shall be away from the people of Islam?

The hadith you have mentioned does not mean that a person who cheats is not a believer and a Muslim. It means he is not following the path of Islam properly. The act is not in line with the faith. Therefore, in order to be among the believers in the life and the afterlife one must avoid cheating. Cheating is an evil which has the tendency to spread and develop to the point of cheating in the faith resulting in hypocrisy.
