I  have read on a few websites that this is true can you clear up this  confusion I have. <\/p>\n<h3>Answer<\/h3>\n<p>It  is not correct to declare those who do not offer prayer to be  non-Muslim. These believers fail to disregard the most pressing duty of a  believer yet they cannot be declared out of the folds of Islam.  However, in a Muslim state the government can force the believer  citizens to offer the prayer and pay the zakah.
