Question
My question is about stoning and pelting the jamarāt during hajj, on the 11th and 12th of the lunar calendar. Can ramy be conducted before 1200 on these days? Why do the scholars say that the time for ramy for these days starts after midday?

This is an ijtihadi (subject to difference of opinion) issue and both the views can be acceptable. In recent times the Saudi Ulema have allowed this considering the problem of overcrowding and resulting accidents and casualties. Many scholars including Abu Hanifah, Abu Yusaf, Ibn Abbas, Ibn Zubayr, Ikramah, Ataa’, Ta’oos, Muhammad Baqir, and many others held that it is allowable to pelt stones before zawal.
