Is it true that any believer who does not pray is not a true Muslim? I have read on a few websites that this is true can you clear up this confusion I have.
Answer
It is not correct to declare those who do not offer prayer to be non-Muslim. These believers fail to disregard the most pressing duty of a believer yet they cannot be declared out of the folds of Islam. However, in a Muslim state the government can force the believer citizens to offer the prayer and pay the zakah. If they do not offer the prayer and pay the zakah they can be denied the rights of Muslim citizens and considered non-Muslims.
